Hi, looking at a job that has multiple positions. It is the same position with only difference being different shifts and different locations. It is all going to the same location think I should fill out just the one position I would prefer; then if down the road if asked say also be open to the other positions. Should I apply to all of them?

If you are OK with all of the different shifts and different locations then apply to them all. It's possible that there are different hiring managers making the decisions. We, for example, have the same job titles in two locations. My equivalent and I never interview together, he hires for his location and I hire for mine.
If you want to be considered for all of the positions, I suggest you apply for them all. It sounds like every posting is its own process, so if you are not in the process, you are not going to be considered.
