2) IF you get someone in the office (who is not working at home) and call them out of the blue they're not likely to take their work time to talk to you a total stranger -- about their company or workplace. 1) They don't know you, 2) You disrupted their workday.
They're certainly not going to tell you anything about their boss.
3) And just because they've suggested you call the boss, that doesn't mean they're by any stretch of the imagination "good references" you can mention on your call.
If anything the boss is upset you got through and cold called them. and if they ask anyone of the other workers, they might say you're some nut or pest -- that they don't know anything about. How is that a good reference.
ABout one in five people have left the workforce. Job are vacant everywhere.
Pick your company, then pick your job. Then call anybody in the department you want to work and ask about job conditions. Also ask about the boss.
Keep asking about your future boss until the person says to call and talk to him/her.
Do this two more times with other department employees. Keep askoing about the boss until they ask you to call them yourself.
So when you call the "boss" you will know EVERYHTING about the job, the department, conditions, etc.
You will have list of topic of interest to the boss.
You will have the names of three people in that department who SPECIFICALLY suggested you call the boss.
This are three good references you can mention on your call.
So your odds of getting this job are pretty good. Even if they have not posted any jobs.
