How does someone know if they are eligible for rehire? (employee, interview)

Other than calling HR since even HR does not know. What if someone applies for a job and the manager of emails someone to schedule an interview? Does this mean the person is eligible for rehire?
NO. It just means someone asked someone else to schedule an interview with you. For all you know they may find out you're not eligible for rehire and that interview never gets scheduled. Or you get the interview and they find out later your on the no rehire list and the communications stop.

There can also be a mistake, such as one case I had. After a major incident with a temporary employee HR and I decided to ban her from any future work. Though she was ineligible for rehire, someone in another department brought her in and HR didn't catch it. I happened to see her while walking by that area of the office, and reported it to HR who had her removed.

this means she was fired again and this time it wasn't for a good reason so she most likely got unemployment.

Perhaps, if she worked 680 hours that year in whatever jobs she got through the temp agency. We wouldn't be liable for that since she was paid by the agency, not us.
