Can remote civil marriage break the Chief Rabbinate’s monopoly in Israel? (marry, religious)

In Israel there are only religious marriage ceremonies. Hence one can only marry someone of the same religion. Many non-religious Israeli Jews are not happy with this situation (of having to do an Orthodox style wedding ceremony). So this new development in Israel is an important one:

Seems ridicules that a country who views themselves a member of the modern world is so archaic when it comes to people wanting to get married. There are more practices in the religion then Orthodox and this is just another example of the intolerance that is shown to those who don't practice as they do.

Well this also is an issue for Jewish couples wanting to get divorced in Israel that need a get (and sometimes usually the husband refuses to grant one and the wife is stuck being married for years).
