It was my always my understanding the land between the street and the sidewalk belonged to the city, or more technically, they had an easement there.

Are they in the same areas? Is the LE centered on the UE?
LE generally means Lanscape Easement which is typically for developments that have common landscaping maintained by the builder.
Generally any easement is not yours to legally build on.
Whatever you do, I would contact the city, HOA/builder and utilities before you encroach on any easements.

I found out this morning that it indeed is a Landscape Easement. They said I would need to maintain the drainage swale and not obstruct flow.

I have a question about easements. I live in Lenexa, Ks. To correct water drainage problems in my yard, in association with city drainage improvement project, engineers and city want an easement on my property to do improvements. Is this something the city should be paying me for ? If so, how do I know how much and should I obtain an attorney for this process?
