I am starting a new job in Leawood in January. Looking for recommendations on places to live.

My wife and I (and dog) are looking to find an apartment. We currently live on the West Side of Buffalo, NY, and have a preference for urban, walkable neighborhoods that have a good mix of residences, stores, parks and culture. I don't care much about commute times to Leawood, as long as it's under 30-40min. Our budget is <$900 for 2+ bedrooms. My initial research seems to come up with these neighborhoods/areas as possibilities:

River market
Westport
Downtown
Crossroads
Waldo

I'd love any input from current or past KC Metro area residents. Also, would love to take advantage of Google Fiber, but it's not a dealbreaker

The neighborhoods you listed all could be good options. I would also add 39th St West/Volker and the Plaza.

A 2 bedroom for under $900 that allows dogs may give you limited options - especially in the River Market, Downtown, and the Crossroads.

Volker is a good bet...and, it reminds me a bit of parts of Buffalo, as well.

South Plaza, especially with Whole Foods opening up there.

Well, we're hitting the road this weekend, so the apartment hunt will commence in earnest next week. Any other suggestions?

Sidebar: why are so many of the lofts income restricted? Can those upper limits be avoided once a building is past a certain percent occupancy?

They were built/renovated with public money. AFAIK, they will always be income restricted. Some buildings only have a certain # of units income restricted with the rest market rate.

Good luck with your search
