Note that words have many meanings and a word for a place may not be the same as a word for a thing or action.
And, how the word is pronounced; Kapa'a is not kāpaʻa

Kapa'a
"Lit., the solid or the closing ( The area with the quarry may have been so named because of the solid rock there)..."

I don't know if it's been a "village" in any of our lifetimes. It's one of the two main towns on the island...

In contemporary America we don't have clear distinctions between villages and towns, especially in Hawai'i where there is no local form of government, just state and county. At a population of 10,699, Kapa'a is at the high end of what is generally considered a village size, but a better guide might be the economic activity. Villages are often organized around a local industry or occupation. When it was all about sugar and pineapples in Kapa'a, then "village" was probably the right designation. But a "town" is broader in scope, providing a wide range of economic activities and services that feed each other, and that certainly sounds like today's Kapa'a.

So you have my vote. But if a local B&B refers to Kapa'a as a village in their promotional materials, who is to say they're wrong?

Town, city, and village designations are pretty much "anything goes" in Hawaii. For example, Hawaii Island has Waikoloa Village [Population in 2010: 6,362], Milolii (a fishing "village", not to be confused with Milolii Beach Lots), and the Hilton Waikoloa Village (resort).

Well, "city" is pretty easy. There's only one in the state, Honolulu, and it has a consolidated city-county government which was incorporated and chartered in 1907.

The second largest population center is Hilo, classified as a town, with 43,000 residents and no town government.

It is more "anything goes" than that, think of Lanai City and Pearl City.
