Trying to find out which cities are best for our young adult - MR and autism who is able to work in supervised setting and likes social activities. A safe setting for "after-work" till 4 or 5 pm?

My family has been caring for a mentally disabled child for 26 years and she has become angry and spiteful and we would like to get her in to a program that will help her deal with her issues.Her condition is Hydrocephalus and as a baby had fluid on the brain. As a result has a shunt to drain the fluids. She is quite smart but no control of the intelligence. PLEASE!
