I guess it depends on what you call western KY but Bowling Green seems to be doing well

In Tennessee we've had 50 corporate headquarters move here in the last 7 years. It's part of a concerted effort by the state's Office of Economic Development to market the state as a great place to do business. Here's an example:

You have to look at your state the way you'd look at a business you've recently opened. You could just open the doors and wait for customers, or you could offer a good product at a great price, and you'd advertise!

Forbes.com has KY ranked right in the middle of best/worst states for doing business. The article outlines what conditions are right for companies to move in:

Forbes might be just a bit tiny-weeny biased toward red states.

MA is doing pretty well, thank you, as is most of New England.
