Reads like a welfare program to me.

I'm been to Ste. Genevieve numerous times in my life. There are socioeconomic differences between Ste. Gen and Paducah. Paducah is small in population, but has the characteristics of a decaying urban center, rather than the challenges of a small rural area. A solution for one, may not be a solution for the other.
If Paducah didn't have a mall and a zillion chain restaurants, no one would go there on a regular basis. Who knows. Maybe the artists will be the only one's left in Paducah one day.

It doesnt seem like any kind of welfare program at all, merely the brainchild of someone who realizes that having artists in those properties is a good idea to rehabilitate an entire neighborhood, and draw in tax revenue dollars from sales of art, increased property values which also mean more tax dollars, etc, etc.
Some of the locals said the same things in Ste Gen when some of the local ladies started the whole promotion of tourism there in the late 50s and early 60s.
Thank goodness no one paid attention.
Never checked your profile, I just recall some more agreeable threads we've both participated in, in the past. Usually on more regional issues.

Paducah doesn't come up often on this forum, but when it does, it usually results in a lengthy thread of disagreement. It shares that distinction with Cairo, over on the Illinois forum. I usually end up in the middle of both of them.

Unfortunately, a lot of people really like to hate on Paducah, never have quite understood it, Cairo is a whole 'nother story.

The artists will have subsidized housing, and support themselves through art sales to the wealthy doctor's wives on Buckner Lane and in the toney Lone Oak subdivisions. Everyone else will work for minimum wage at the chain restaurants, and live in rusted trailers in the outlying areas.

I'd love to know how much of that Paducah city income tax goes towards the artists.

What thread? Anyway, I don't think you want to hear the truth about Paducah.

I love Paducah, and things could be a lot worse. The problem I have is that they pour money into these niche activities like artists programs and quilt shows, that provide little economic benefit to the overall population.

All the towns in this part of the country have issues. But I think you know that already.

A thread of yours in P&OC a few weeks ago.
Pay attention and keep up, please?
I used to live there.

Yes, I do know that, and its quite sad.
What the article you linked to failed to say is just exactly where is the funding coming from?
