I am currently living in Indiana and have been living here 18+ years.
If I lived in Owensboro, and went to college in Evansville would I have to pay out-of-state tuition?

Hmmm, what school? Many border schools participate in the reciprocal tuition agreement. USI, for example, says this:
Indiana-Kentucky Reciprocal Tuition Program
Quote:
Permanent legal residents of Henderson, Daviess, Hancock, and Union counties in Kentucky may pursue an undergraduate or graduate degree at USI and pay Indiana tuition rates. Students who begin their education under this program will be permitted to complete their degree with full program benefits as long they remain continually enrolled in all regular (fall/spring) terms and are otherwise eligible on the basis of residency and academic criteria.
Also, if you maintain a permanent address in that state (like a parents' address if applicable), then that usually qualifies you for it also.

Indiana has the same agreement with KY in the Louisville metro area. Jefferson, Bullitt, and Oldham KY residents may attend IU Southeast and get an Indiana University degree for in state tuition.
