I'm thinking about heading to the Pittsburgh area to escape from the New York invasion and to get more snow, but I would head to Eastern Kentucky instead if there were places there that do get a lot of snow.

I would say 25-30 inches is a good amount.

Well then, Eastern Kentucky is not for you. We don't get that much annually, even on the Mountains. Have you considered the UP of Michigan?

It also depends on what you want to do with that snow - do you want to do recreational winter stuff in it, or just look at it because it's pretty? Kentucky snow isn't good for much more than just looking at it, and rarely lasts for more than a few days before melting.

The tallest 4 mountains along VA border are tall enough to get quite a bit more snow, Black, Little Black, Cumberland, and Pine mountains. My grandfather grew up atop Black Mountain near the summit, snowiest and coldest place in the whole state. Most of E KY is actually not that high in elevation to effect rain / snow or temp that much.

Three cities in North Carolina get over 38 inches of snow on average yearly. You’ll be in the mountains of course. I have been on US highways there with 25 mph speed limits and that was too fast.

Boone, NC or Elkins, WV, more snow than anywhere in KY and still in central or south-central Appalachia.
