The conclusion would be that the electric was turned off at the same time as the water. I would not let a property go without electric if I can possibly help it. I would also turn on the electric on my clients dime as soon as it looks like we have a contract.

In general I will even keep the electric going on a listing even if the seller won't or can't. I try and get my money back from escrow but sometimes that does not work.

So it may well have been the seller or their agent who had it on up to or past the foreclosure.

Yeah, if the electric had been on, there's no mystery. Thing is, though - when I first looked at the house in July, the electric was off. So that's at least 2 months of very hot/dry weather without water.

Did not stay off. Why speculate? Ask the power company. They will give you the last twelve month power bills.

My electric water irragation box has a 9V as a backup. Perhaps your does as well so that is how the timer stayed on?

I'm pretty sure the 9V battery is just there to maintain the time-of-day during a power loss, and cannot energize the solenoids, which typically require 24V AC.

You can turn on the irrigation system by hand, don't need electricity to run it. Probably the HOA gardener turn it on once a week and let it run for 24 hours.

Or a neighbor might do it if a simple system. Note that does not work on a system with more than a couple of runs. Two is the max that most systems can handle at one time. Even that won't work on some systems.
