You'll be walking into a land where women show up to dayclubs and pool parties in pasties and thongs. Even better, most hotels on the strip have a "European" option at some point during the week. You're really asking if a bikini is too small?

Sometimes European ladies dont understand the American options at pools, even! There were 2 French girls sunbathing topless at the pool I was using in April

Yes smaller is better. Also in Las Vegas shorter skirts are in fashion.
