Technically Naked City and the letter streets are west of the Strip. Can't get any closer or cheaper than those areas.

Yup. That's near Peace and Grand Canyon. Their office management even have posters about dog breeds and what not.

There are near west areas like the aforementioned Naked City, which is slummy, and far west areas like the various parts of Summerlin, which are very nice. And there are lots of neighborhoods in between. You could probably find something to rent in most of them (caveat: I don't know about the dog issue.)
