If you go north past downtown Las Vegas, you will see hundreds camped out on side streets beween Main St and Las Vegas Blvd. Next to all the non-profits providing shelters and meals.

Agree with Freemont but the area between the Stratosphere and Sahara seems to be an area many seem to congregate. I'm not sure if the cops have chased them off with the SLS opening or not. Unless you have a picture to show panhandlers this seems like a long shot but good luck.

A hopeless quest in general. You might be able to pick up an address from an arrest record. That may lead to one of the homeless centers. If you find the right one they may be able to put you in touch.

In my mind that is virtually the only hope.

Other than that wonder around and hope for a minor miracle.
