Target/Costco does not permit non-service dogs inside the store. If a dog if barking, there is an excellent chance that it is not, in fact, trained as a service animal, and the customer would be probably be asked to leave based on the misbehavior of the animal.

At downtown Summerlin, I was shocked with a lot of customers walking around Macys with dogs in their purse and even on leash.

That will keep me out of stores and the mall if it becomes a problem. Not. Acceptable.

In CA, it's common for ass^H^H^Hsome people to get a little cape that reads "Service Animal", put it on their dog, and them claim their animal is an "Emotional Support Service Animal" and bring them everywhere they wouldn't normally be allowed to bring their dog. If they are questioned, they threaten to sue, claiming their animal is a service animal and they are protected by the American with Disabilities Act.

It's obnoxious. I love our pets as much as anyone but I want to punch those people right in the face.

This is another one of those undesirable CA behaviors that you don't want making its way to NV (or any more than it already has).

That's possible. If the dog isn't dangerous , you might be able to befriend him by knowing his name and tossing him a couple of milk bones. Then maybe he wouldn't bark when he heard a familiar voice ?

I dunno. The people next to me have a small yapper. I think the poor thing is lonely, but I don't know whether to steal him or strangle him at this point.

I don't trust anyone that doesn't like dogs, and who thinks there's a way to make a dog not bark at suspicious noises.
You can't blame, nor punish, a dog for being a dog. But I can blame and punish a person for not seeing that. You people that think there's something wrong with a dog giving the alarm when he hears something he thinks isn't right, or think he shouldn't be allowed to go places with his master, especially if it's not hurting anyone by riding in it's owner's purse, are either ignorant of dogs, or you're the kind of person that would shoot birds for singing, or hate things because they are beautiful. You probably don't like music or art either, and pretty much hate everything unless it's something destructive.

I wonder how many times a neighbor's barking dog has kept your homes from being broken into. You might be surprised.

Anyway, that's the way I see you, and I have plenty of good reason to believe that.

Do not toss food into a neighbor's yard for their dog without the neighbor's approval. That's just common sense for God's sake.

My last dog ( and she will be my last) was a beautiful Aussie, born deaf because she was a "lethal white " ( irresponsible breeding.) she was abandoned when the folks that bought her at the pet store figured out that she was deaf, and partially blind.

Her name was Joy, and it was a name that suited her. Every morning she would burst out the doggy door and bark with pure joy at the fact that she was alive , the birds were singing, the coffee was brewing, and she was about to get fresh kibble in her bowl.

It always made me cringe because I thought the neighbors might complain, though it was only for a couple minutes each day. Now, I'd pay a lot to hear that joyful bark again. She lived to be ten.
