I am looking to organize a 5K (3.1 miles) road race. The ideal course will be 1.5 mile one way with a turn-around.

Anyone know of a low traffic road at 8am on Sundays with as little cross traffic as possible? This is to minimize requirement for Police detail because they are $$$$.

I'm looking at Hollywood. Maryland using the street side trails.

No No No. This route needs to be straight with one turn around.

Wetlands park is no good.

I cannot afford to rent the paths around the stadium!

Las Vegas Blvd, south of St. Rose Pkwy. It parallels the freeway to the east, and should meet your requirements.

Have you thought about coordinating with the Las Vegas Track Club? They should already have the answer to your question. My once upon a time neighbor was president of that club and I know they seemed to have measured every inch of roads in Las Vegas.

Lots of the trails in Summerlin or Pecole or the NW will do it. The western end of Lake Mead. The western and east bound lanes of Cheyenne. Numerous streets in Sun City. Villa Ridge for example. Sun City might even cooperate or co-sponsor. They have the staff and stuff to block of a street. Suspect Siena could do it though they are gated and may not want to deal with outsiders.
