Wow this is a new one. I have never seen anyone complain about Christmas lights.

As if the reaction in another city would likely be different?

Neighbor disputes are in no way exclusive to Las Vegas.

While I feel some sympathy for the OP and I'm sorry they have a health problem, I struggle with significantly compromised health at times and I don't expect strangers to make changes to their way of life to make mine easier.
The OP seems to view the neighbor as the one with a problem when as hard as it may be to accept it's the OP with the (health) problem.

With that being said if a neighbor came to me about this I WOULD try to work with them...maybe agree to turn on the lights only after a certain time or something of that nature.

I've never heard of anyplace that has this type of ordinance applying to Christmas lights.
