A friend is looking for a place to shoot some footage with a background view of the Strip. Parks work best since it's not private land. Does anybody have any ideas of a place that's close enough to the Strip to get some good background shots while people in the foreground are talking?

Majestic Park off 215 & Cheyanne has an awesome viewpoint. Kind of a distant view, but still impressive.

Way too far from the Strip. I can't think of anything close though.

Does it have to be a park?
What about the top floor of one of the strip property parking structures? Or a structure off the strip (but set up the shot to look back at it)... Hard rock, rio...
The problem with "close to the strip" is that, that whole region is flat... And unless you find a way to rise up a bit, it's tough to get a nice angle.
Terminal 3's parking structure at McCarran also provides a fantastic view.

All of those have nice views, but they're all private property and will probably require location releases/filming permits from owners who may not agree (or DO agree, but want a hefty payout).

The best view that I know of from the East is near the 215/515 interchange. The onramp, specifically, but that will probably get you killed. Any place up on Horizon ridge has nice overlooks, but, again, not too close to the strip.

If you climb to the top of the giant hill at Exploration Peak Park you can get a nice view of the strip, particularly when the lights turn on
