Yes and no. It tiers for a given sized water meter...but if you get a bigger water meter (which costs more) the tiers are much bigger and water costs lower. So yes tiered...but also gives a large discount for heavy users.

Not sure what each charge/fee represents.

My monthly water bill has more than doubled since 2009. It used to run around $20 per month, now its over $50 per month. The SNWA charges went from $0 to over $17 per month.

I would have to check again but that's basically what I'm looking at too. Looks to be impossible to have a water bill under $50 in henderson.

Mostly accounting. Other places charge sewer separately.

And the fixed charges rise as SNWA pays for the third hole...which cost a bundle. But you just have to do it.

Water, sewer, and some additional drainage fee BS are each billed separately in some places.

In unincorporated they bill sewer once a year separately. The house owes it whether it is occupied or not. Mine is $240. Divide that by 12 and add it to my water bill and I'm in the $45 to $48 range. If sewer is $25/month, you're $60 more a year than me but that could be difference in house size and why you're a few dollars more.
