I have heard Craftsteak at MGM has one of the best from a few different people.

+1 for Craftsteak.

There are a ton of restaurants that serve steak tartare....too numerous to name them all. I once had a trio of tartare, salmon, tuna and beef at Pinot Brasserie at the Venetian that was superb.

Cut at Palazzo also makes a great steak tartare. As a side note, they also serve roasted bone marrow flan that is out of this world. I think you would enjoy that as well. I think Cut has my vote for best steak tartare. Its a tough call next to Craftsteak.

I also enjoyed my steak tartare at Prime, but it was not a traditional preparation and I thought the overall meal there was overrated for what it ended up costing.
