Applying for Green Card Lottery! Country of Eligibility for dual citizenship?

I have dual citizenship, Norwegian and Iranian (born in Iran), and I'm wondering which one to state to increase my chances. Would appreciate honesty!

The green card lottery (Diversity Immigrant Visa) is based on your country of birth or country of birth of your parents - not on citizenship.
