OP's brother is living with his parents. I do not understand what kind of guardian ship OP holds. For US immigration the fastest route is probably OP naturalized as soon as possible and sponsors parents with the by then hopefully single and at application under 21 year old brother. Give or take five years.

Yes. I am aware that the title has been removed and that now they assign severity range, or place it in a spectrum of autistic disorders. But I saw no point in bringing that up to complicate my response because I think it sort of opens the flood gates to what an Asperger's diagnosis means in reality.

My point being, whatever it is, it's not medical condition that would result in his brother getting a humanitarian entry for health concerns, and the OP should instead continue to pursue the traditional avenues of immigration.

Then why was it even brought up? Why the "special kid"? The brother should be able to go for a work visa if nothing else. If he's not a minor, he should be coming on his own work sponsorship.
