Is there a site where I can look at possible universities and narrow it down like that?

I remember looking before and there was a site that let me put in the type of course and the cost etc, but can't find it.

I'm looking at this site and there is some schools with fees under $20,000 with a 4 year degree. Are they good though?

I don't think its very hard as long as you can afford it.

You have to get out once you are finished UNI though.

Not really, just finish a degree that has a valuable skill set. A lot of foreigners come to the US to pursue graduate degrees in engineering, they intern at companies or complete doctorates and once their degrees are done the good ones get sponsored by companies or universities on visas.
