I'm an f2 visa holder. But I've been to USA before for the "work and travel" program and got SSN that time. Can I work now even I have f2 visa?

To the best of my knowledge, F-2 visa holders are not authorized to work (at least, not paid employment). Having a Social Security Number is not sufficient for legal employment.

No. Go to the USCIS website linked in the first "sticky" on this forum to read the restrictions affixed to an F2 visa.
