Drugs and alcohol are an issue in every district rich or poor, heroin use by high school students is at epidemic proportions. The Sachem District uses dogs to sniff drugs and many districts have breathalizers for alcohol. I am not sure this is the answer but enforcement certainly needs to be stepped up.
