I recently had paver steps installed in the front of my home and the top platform is about 4" higher than the foundation of my home. There is tar paper that starts from the top of the foundation and the pavers are set up against the tar paper. Is this normal practice? Is there supposed to be an additional layer of flashing or is the tar paper enough to keep any water out of the house? The contractor who installed the pavers says that the tap paper is sufficient but I want to be sure that this will be enough to keep any water out.

I would want some type of metal flashing.

Tar paper is not sufficient, flashing would have been much better, flashing will last indefinetly, the tar paper will deteriorate and crumble over time.
