Yes, I know this is a minor thing - but the neighbor never brings their garbage can in from the curb.

Are there sanitation "laws" in Nassau County (Town of Hempstead) that address this - or am I just making too much of this?

From the Town of Hempstead website "Place at curb prior to 6 AM on your regular collection day and no earlier than 7 PM the night before."

My thought was to say to the neighbor "you have such a nice looking home, why would you want to have a garbage can in front of it all the time?"

Yes, it's against town laws, and it is ugly. Is the guy old or handicapped? I bring my old lady neighbor's can up to the garage every week. Maybe just bring it up the driveway and they'll hopefully catch on.
