Another approach would be to indicate that garbage pails left outside all day indicate to a potential burglar that no one is home.

you sound like you have the same neighbor as me. They've left it out there a few days in a row at times. But they also neglect a lot of other things so this is expected. I'll worry about it when I need my home value to be important, much later down the road.
