It depends on what you call "decent." There's the New York/Long Island standard of decent and then there is the rest of the country's standard of decent. If it's a genuine basement apartment, it is probably not legal or "decent." First floor is fine and perhaps you would have use of the basement. If you are from the midwest, I would not buy until you are more familiar with the area and secure that your job is stable. Generally, utilities are additional. Don't assume that your apartment will come with things that might be "standard" in the mid-west. Make sure to ask if there is parking and about laundry facilities, as well as who is responsible for snow removal and lawncare.
Thanks. I would prefer to be in a house rather than in someone's house. Would that kind of salary range work? It seems like you can get a first floor type of place for around 1600 that has everything, but you are stuck being in that house.
That's going to be a bit low for a full house rental and utilities will be extra. Heat/AC will be double than midwest rates.
