So my mother has one of those LI energy efficient homes.

Has had solar energy since the early 90s, and just had a company do an energy in conjunction with town of Babylon to make it more E efficient.


So one thing I noticed this outside company did was they sprayed this green foam sealant all around the inside base of the foundation wall where it meets the wood/floor joists of the house.

I would love to do this for out house myself, also to seal out bugs. Any idea what this is called or where I can get it?

Yup, they sealed the rim-joist, a very common leakage point on most homes. If you can get access, it's a great thing to do that will make your home much more comfortable, as well as lock out insects, as you pointed out.

You can use foam board, cut to size, and then spray foam around the edges to seal the joist area. This is probably the cheapest way to do it and you can do it with pink foam board from one of the big-box stores. The easiest way to seal your rim joist is to cover it in foam, like on your mom's home. There are many places on the web that will sell you a do-it-yourself rim-joist sealant kit for a few hundred. It's pretty easy to do, just work neatly. Alternatively, you can hire a foam insulation guy, which is probably not cheap on LI. Either way, it's a great improvement.
