What kind of background check do teachers and subs get in Nassau? (New York: fingerprinting)

This will not directly answer your question but will shed a bit of light on the subject. Unless things have changed in the recent 2 - 3 years there are any number of background check companies that can do such a report. It all goes to what do you want to pay for this? There are very expensive reports which can almost detail what molars you still have and then there are surface reports and a ton of stuff in between.
Last I knew, which is a while back, it is not one firm that every district uses. Due to former dh profession , I had top security clearances from the US Gov't who even sent people to interview my neighbors so for me, it was not an issue.
I am afraid to say that I would not be surprised at all, if many were just surface reports.
Like for instance if someone has had DUI, DWI, a history of drugs, history of violence, etc would that get in the way of getting hired?
Conversation came up last night and as a parent of a 1st grader I can't help but hope there are pretty strict rules.

"New York State law requires that the Office of School Personnel Review and Accountability conduct fingerprint supported criminal history background checks for applicants for certification and all prospective employees of school districts, charter schools and BOCES." (Fingerprinting:OTI:NYSED)
Vistors (parents, sports spectators, etc) undergo no such checks at all. I am not sure if (older) students with criminal records are themselves fingerprinted as part of a (re-) registration process.
There is no drug testing for teachers in any LI school district that I am aware of. I have taught for seventeen years and also have three family members teaching in different public school districts, none of them are drug tested either. They do test the bus drivers every year on a surprise screening, completely unscheduled.
When I was certified back in 1998 there was a full background check. You had to disclose any kind of legal problems on the application with explanations. Not sure what would have disqualified a candidate then or even now.
