I was looking at real estate listings in hampton bays LI and taxes seem to be lower around 4, 000, homes for about300, 000 to 400, 000. Is this a safe low crime area and are taxes fairly reasonable. Thanks

Everything is relative, but yes and yes. You may also want to look at East Quogue, one town west, if schools are important.
Hampton Bays has issues, depending on where. The Red Creek section North of 24 is nice, but the main part of town, especially around the train station, has public safety issues, illegal housing, day laborers. I think they're even causing problems on Canoe Place.
This is due to the failure of Southampton Town to crack down on illegal rooming houses. Flanders and Riverside have it even worse, parts of those areas are pretty rough.
Quogue is nicer, but it will probably cost more, as everything with LI, good schools and safe cost $$$.
