No CO's for finished basement/bathroom in Town of Babylon... potential problem for buyer?

I am currently in the same boat. Looking to buy a home without CO's. Everything looks well done, but there isn't an egress window. What are the potential costs if everything is done properly? Obviously much more if not done properly.
