I have an unfinished basement.
I simply want to add a utility sink, next to the existing washer/dryer.

Does a small job like require any work permit?
I'm in the Village of East Hills.

I don't know definitively but I would highly doubt it. Many washers in the basement have one right next to it since it's the same drainage.

Put the sink in and don't give it a second thought.
