Update.

He was released on bond. A "Stay Away Order" was issued. His next court date is Monday. Emergency meeting was interesting. They agreed to more security for each school.

This is everything (extremely long) that was said at the meeting.

I tried to take detailed notes. Keeping in mind that the Board of Ed & Police need to follow certain protocol and policies & procedures, I hope to attend future B.O.E. meetings and help keep them accountable. I hope that other parents will also join those already regularly in attendance at these meetings, and do the same.

-Individual is on district premise restriction: picture has been circulated among teachers and administration, he is no longer authorized to be on school property, at events, etc., faculty and staff directed to call 911 if they see him and he is to be arrested
-they have requested order of protection for district. They are waiting to hear back as to whether order of protection will be granted.
-Perimeters / exteriors of all buildings have been covered by cameras over the last 4 yrs.
-individual is still incarcerated.
-raptor system is already in place: requires visitors to provide I'd, it's scanned, generates pass
-Current district security plan has a phase 2 which involves moving raptor system to front door of building.
Current considerations:
-qualified security person controlling visitation instead of secretaries i.e. Private security company. Est cost &100k per year per school
-Requiring/requesting that parents/guests call ahead to notify school that they are visiting
-Creating safety/secure vestibule, or man trap, that doesn't allow guests inside school until they have been cleared which was originally proposed in 2008 and community voted down bond ( during recession). It would again require bond issue community would vote on. Cost for creation of vestibule at sawmill alone was upwards of 350k in 2008 . She suggestion bond include AC in Dinkelmyer Board may wish to consider moving raptor to front in mean time
-money already set aside for vestibule as being drop in bucket
-Police will notify school board if individual is released. Individuals connection to similar crimes in area under investigation
-Detectives following up on information on social media.
-Police not aware of any specific threats via social media towards any particular school or individual in the area.
-Board asks parents to be reminded not to drop their kids off on school property on weekends or after hours. There have been incidents where parents have been held responsible for children's wrongdoings. In cases where children don't get in trouble administration has visited homes to talk to the families and discuss code of conduct.

What will be or has been said to students at Newbridge regarding incident?
Teachers are handling any discussion and directed to address what vandalism is and that it's a crime and emphasize that children are safe with no threat and teachers will continue to work to keep them safe.
How will distinct keep kids safe even with person displaying guns openly?
Lockdown protocol, lockout protocol where blue lights flash outside buildings (I didn't catch whether this blue light system was already in place or not) Safety mechanisms i.e. How attendance is taken/ reported, How they walk the hall way. She can't speak in detail about all the protocols
Between now and when perp in released what are we doing?
So far, dialogue by meeting to discuss options to implement
Are there alarms on all exit and entrance doors?
No there are not
How is perp tied to Bellmore or history history at new bridge?
He has some type of residence here and in flushing. He attended sawmill elementary, and middle school, left during high school and graduated bayside high school in queens, ny

(Parent concern is that Perp was in building and he stayed in building while audible alarm was sounding and did not flee) Graffiti was not threatening to school or students. It was property damage and breaking and entering so his charges were along those lines
How can we certain there's no threat?
Unfortunately no one can ever give you 100% guaranty . Police don't see this particular situation as a threat. Technically No violence or threat associated with incident. He acknowledged the online pictures are alarming to parents described the detailed of the incident as non threatening.
Where are guns how'd he get them
Owned by family member?
The guns are legally owned and have been identified. Other than very objectionable photos, the pictures are not criminal in and of themselves. Guns have been secured and perp has no access to them.
What about parents who's guns he used to take he pictures?
There are a number of issues and questions police can't give total disclosure on. Certain things have to happen in order to actually charge with a crime.
What can we do as community?
Police acknowledge concern and sentiment that it's wrong and upsetting that individual to post hose pictures, but assured the family has been very cooperative in investigation
Are guns in photos real?
Yes they are real. Police Identified them and they are safe and secure.

Student may not have been told anything from teacher. With help of Amin and school psychologist school is taking caution not to cause unnecessary alarm and trying to not instill fear where there is no fear in the children. Teachers and Administrators trying to address as it comes up on case by case basis and focus on vandalism as a crime. Parent encouraged to reach out to principal for help addressing students concern
Kids seeing police and not allowed out for recess. Why aren't they being talked to since they don't feel safe?
Best to Talk to principal and in some cases best to address with individual children in a more one on one type setting

Security will never be armed. BOCES & NYS advise against armed guards so she knows they will not take armed guards into consideration. board will discuss the already mentioned options and report findings or decisions

Monitors have orange vests and are trained on lock downs lock ins and have ( or will have?) district wide walkie talkie radios

Gates are currently only closed during recess. Mr Russo will look into that

they get training but police couldn't say how much. Police described best eyes and ears are parents and members of community. Mrs Testa expressed that crossing guards have brought helpful information to schools attention in past and she intends to remind them they are a vital part of safety

News outlets reported Guzman is from McKinley Ave in north Bellmore. Can we use current staff to be at door and staff the door during their lunch hours?
Current teachers collective bargaining doesn't allow for teachers to man the door. At this point. District would have to train people and will consider suggestions if or how to figure out how to man the door.
How long will Temp security at new bridge stay?

He was in a seated position and not going to move and ate snacks while there. "He really liked the twizzlers" ( individual was reportedly found in possession of marijuana, so this response left parents under impression that he was very high)

Mrs Testa speaks directly with them as do principals. Mrs smith runs that program independently and questions should be directed to her. Mrs Testa doesn't have administrative power over program

They already changed locks on 1602 and will look into diff type of door. In an instance of employee termination, there is exit protocol i.e. Deactivating codes and collecting key cards etc

He probably didn't know. Broke into office and found keys on the desk ( I didn't hear mention of this in the meeting, but my understanding from another parent is that the keys were slated to be discarded)
Where do kids who are already outside, go during lockdown?
That info not released. A location is designated and parents should ask their own children. For security purposes, Mrs Testa cannot fully that answer so as to not make that info public, It's also changed periodically.

Faculty and staff have the individuals picture so he would be arrested for trespassing if he ever violated the district premise restriction.

Years ago parent volunteers would man the door and issue tags. Can parents volunteer immediately, for time being, to make sure school guests go to office?
We will discuss volunteer greeters. One board member pointed out that as a parent, she doesn't know one parent from another, so random parent volunteers might not make the most sense. Ss a parent she feels background checks should be ordered, and as a board member they are bound by Nys regulations which require that they need to meet with attorney and board members to discuss. Bottom line...Anyone entering to work or volunteer building should be thoroughly vetted before being permitted to do so.
Could church members who are already finger printed be considered 'vetted ' and therefor eligible to volunteer immediately?

How can better secure doors where one parent gets buzzed in and holds the door for one or 2 more behind them?
****This is an ongoing discussion with police. Mrs Testa asks adults in community not to "piggy back" getting in the doors. Everyone needs to be buzzed in as part of stranger danger training. Parents need to be more vocal in telling one another, " I'm sorry but I can't let you in, each parent needs to be buzzed in individually"
Are cameras being monitored?
No. They are discussing possibility of a main screen showing all cameras for someone like the guard at the door to monitor
5 pm today a mother picking up daughter and friend, and the girls noticed a person laying on slide. In light of recent incident and the fact that there are kids in after school until 6 pm, The mom called 911 and operator couldn't find school in the system, so mother had to give address/cross streets. She drove away to drop daughters friend at her home and came back to find guy was still there. Why the the slow response from Nassau PD? What can be done?
Police offered to look into that and report back to super intendant.
Can police do extra night patrolling around Saw mill? Late night basketball,partying and drug dealing over years is a concern.
High school has a van patrolling to discourage loitering and crime and it's part of security conversation and they will take into consideration
Can you prevent perp from moving next to you?
Police answered: Not really. Everyone is afforded due process. Something like that would only happen under special circumstances like In the event of crime against children and perp lives near a school maybe
If perp on probation can he live alone or are there restrictions, i.e. Is he required to live with parent?
Police answered: he can live alone. There maybe stipulations but on case by case basis (stipulations didn't sound typical)
Police: This case is unsettling that he broke in and drew graffiti but it wasn't technically a violent crime. Hope that he turns corner and gets help he needs
Saw mill road garage and baseball diamond lights not working to prevent loitering. Is there any plan for improved lighting ?
Adding and replacing Lights around all school buildings to led is in progress. They will look into the mentioned areas that are not working effectively.

Police answered: he can live alone. There maybe stipulations but on case by case basis (stipulations didn't sound typical)
Police: This case is unsettling that he broke in and drew graffiti but it wasn't technically a violent crime. Hope that he turns corner and gets help he needs

The sad part of this is that we learned a lesson from Colombine and Sandy Hook and if some of the above albeit costly "fixes" are not employed and something were to happen, the school administration and board would be hung. There has to be a happy medium between protecting the kids and making the school like a prison and striking that delicate balance with a hot button and emotionally charged issue like this, is at best a difficult job and at worst an impossible one. We need these people in the USA for great diversity but they're scary so we need to spy on them and create a police state in our schools but we musn't profile so everyone needs to be inconvenienced

Thank You & You're welcome. And YES! You can never be too careful these days. The Election results in bringing out the worst in people as we can all plainly see. Problem is while some people think overreacting is crazy. This same people would HANG the school administration & police is something were to happen & the just wrote things like this off.

Another local reporter for the Bellmore/Merrick Herald spoke to us about this yesterday.This teen was like I said linked to tons of graffiti all over businesses & some homes for at least a year now. So this is great that he is finally caught & identified. Could have been much worse. And while he does live with his grandparents here again now there is a Stay Away Order. If he is caught near any schools he will be arrested. Not sure how this will play out as he is now walking around the community freely. Hope he realizes the error of his ways. Everyone now has pics of this guy & knows what he looks like. They do say he might try to change his looks. But I know security is very good. But I am bias in that.
