in NYC you can do major work and get permits yourself as a homeowner, but you need the ok from the buildings department.
You do, but most DIYers don't. Hence, all the threads here about "Imma in contract to buy a house and the garage was turned into a den and no permits were ever pulled". Hell, people use contractors and do it too. It's not the contractors problem.

This is not quite true... If it's a project that is beyond the capability of a homeowner (as judged by those in the building dept) then you have to provide a contractors license number and insurance policy. The permit can certainly be in the homeowners name.

This is reading like even though you can DIY, you still need a permit.

Well kids, here is why you need building permits and codes and stuff to keep DIY in check

One story I heard of in Houston, a guy wanted to put a lake in his backyard, so he did it

Well you cant put lakes everywhere

Flooded out everybody's basement around him.

But no laws to check him

I cant remember what was the end result

A bit extreme, but this is why u just cant go around doing what you want just to evade taxes

First thing somebody on here somebody says is to "call the town on your neighbor"

LoL

If you cant afford it, it aint worth the trouble IMO

That's kind of how NYC works

I'm sure the Commissioner's office in NYC will let a DIY move some non-load bearing walls, and other modest renovation

Not no enlargement LoL

Well that comes "hand in hand"......hard to give high quality craftsmanship with inferior materials.
