I've noticed a lot of cars that don't belong in the HOV lane but they never seem to be pulled over what can be done about this? It's not fair to us. They should put something sort of similar to the cashless tolls scanners I understand that would never be done and is not feasible

Ok so for those who don't qualify and are in the lane, you will tie up an officer and also traffic for those who abide by the law for what benefit? I get that it is annoying, but, in that lane there is no room for a pull over and the delay caused especially in rush hour would only make a bad situation worse. Face it, the majority do abide by the rules.
Hov is a waste. Just convert it to high speed lane. Like 70+ mph. An express lane. Let all the jagoffs and lunatics have their own lane and be done with it.

That's why hov sucks. You are at the mercy of the traffic flow because you are basically trapped until you get to an exit. You get stuck behind a turtle and you can't pass, or you're already doing 75 and some jerkwad is up your ass. And the cops love to stalk the hov lane for some reason.
Dude could be doing 90 waving a gun out the window in the other lanes and cop will just sit there and shake his head, but watch what happens if you cross the solid line before an exit...
