You can actually by disconnecting the wire to the alarm horn. However that entirely defeats the alarm. Only way to appease them and still use the alarm is you'd have to disconnect it before you arrive home and after you leave home pull over and reconnect it.

If a car alarm chirp is the crux of the issue and they can't work it out, then the tenant and landlord are both idiots and deserve each other.
