There’s no way this will be done in matter of weeks. Try months if you’re lucky. A house extension from 50 years ago is not going to pass inspection for a current CO. These people are likely going to cancel the sale and and await a cash buyer who won’t care. That’s why they are so eager to offer your down payment back and move on.
And no $5k is in no way shape or form a fair trade for this mess.
Got very fortunate, but the dormer permit from 50+ years, seller did get the town to pass inspection and close the permit. Certificate from the town was sent over as proof of record. It was just the more recent permit for the alterations within the home that was half way complete (pending electric/plumbing now).
If the seller is being truthful and the electrical certification is the only item outstanding, it's not a big deal to rectify but I would still want to see proof that is the only item outstanding. Electrical Inspection is a third party service in TOH, so the contractor does the inspection and submits paperwork to the Building Department. It doesn't require the building inspector to come out again. That said, I would still ask for escrow money in that case on the chance that you need to do some electrical upgrades or pay any fees for Certificate of Completion (typically there is a time limit on permits with added fee if not completed within 1 year)
Thank for this! Was able to get the town inspector on the line and he also confirmed the above. And we are modifying escrow agreement to ensure that funds go towards covering any upgrades/fees.

We were able to get a hold of the town inspector this afternoon who confirmed that it's just the plumbing permit that needs to be applied for and to pick an electrician from the approved town list to come in for the inspection. Town inspector also said he would not need to come back out a final time to the home, and it's just the paperwork he's waiting on to be submitted to close out the file. Semi gave me some comfort and my lawyer also believes that the 5k should be more than sufficient to wrap all this up. Giving the seller 10 days to coordinate, otherwise once that time lapse, she and I will work on it. But we're hopeful that we can proceed with closing now. Honestly it's just been so much unnecessary drama
