Twenty years ago, I visited a friend in a condo complex in Esslingen, Germany. He showed me the group of rather narrow mailboxes, as typical in New York apartments. Many had a post-office notice "No junk mail."

I don't want the postal worker deciding for me what's junk mail. That's a slippery slope.
Mailbox is full every day. I registered unaffiliated so I get them from both parties.
That is why I registered a party even though I didn't want to. Between mailings and the phone calls I figured selecting a party was the better of the two options.
