My neighbor usually pushes his dog out onto the deck early in the morning so that it can wake us up everyday. The dog is usually left outside until late afternoon, so it barks from time to time. I believe the dog is very frustrated for being alone and cold, and we are also frustrated when attending meetings or when taking online classes. How can we help the dog and ourselves?

Somewhere with no neighbors.
Worked wonders for me.

Can you try talking to neighbor? I know that's not always an option. We had similar issue, and neighbor was completely batsh!t, so talking to her wasn't feasible. In TOH, the town attorney will send a letter, I believe up to 3x before they take action. I know this doesn't help the poor dog, who sounds like it's being neglected. Best of luck.

Find your old boom box, send a loud dose of Bee Gees music their way at 6am, then again at midnight.
It will work wonders for you.

Yeah but you moved 2 miles west of where Santa is at the north pole. You just have to deal with his takeoff and landing on Christmas Eve.

How does the dog look physically? If he/she looks very well taken care of, the talking to the neighbor may help. If the dog looks like its not being taken care of, then that neighbor is not going to give a crap about keeping you up.

Some people should not have pets.

What is the dog barking at?

Dogs new to the area will bark at anything that moves.

Once the dog is used to the environment, it usually will bark at passing strangers, other dogs, and unusual animals (e.g. deer).

Good luck with that. I had new neighbors 15 years ago that had a dog. And a second dog. And then a third. They would bark all day and all night. I used to call code enforcement many nights a week and wait for them to show up at 2am. These dogs would bark at every damn acorn that fell out of one of their twenty trees. I barely slept. Don’t know how I made it to work but I couldn’t sleep with the non stop barking throughout the night. I was told that the dogs have to bark 6 minutes straight for anything to be done about it. It never stopped. Sold the house for $100k less than I paid for it due to my buying at the height of the market. Best money I ever lost. It is priceless to live next to normal people who have some consideration. Good luck.
