You don't have a lot of options here. You can try to threaten him with a complaint as Twingles recommended or suck it up and pay the $1400. It will be tough to find another plumber to file a permit for someone's else work. I had Master plumbers complain about other Master plumbers work because they all do things differently. Can you share the name of the Plumber you hired? You can PM me. I have a great plumber from Hicksville, hope it's not the same guy.

Sure I can PM you, I will say if you are planning to use them, make sure you put everything they need to do and all the "what if" on the invoice. Otherwise it will very much end up like us.
Damn. Don’t even need a plumber for a pressure test. Bike pump and a pressure gauge. You got ripped off big time. As a new home owner, if you’re not sure of something, always get multiple quotes.
My recommendation. Do the pressure test yourself. And if it passes without leaks, get the permit and schedule the test. If there’s a leak, hire a new plumber and then sue the old one in small claims.
Can you also PM me the name of this plumber/company? Good to know which ones to avoid for any future works. We did our oil to gas conversion a couple of years ago. Our plumber was pretty straight forward. If you want more info, let me know.
