File a complaint with the NYS Attorney General. There is a form online. You can also try small claims court if you wish. Don't forget the BBB.

Can you also PM me the name of this plumber/company? Good to know which ones to avoid for any future works. We did our oil to gas conversion a couple of years ago. Our plumber was pretty straight forward. If you want more info, let me know.
