When deciding demo or permit for the basement finish, have it evaluated for 1. Cost of the permit or any associated requirements to bring up to code if keeping, or 2. Cost of permit/demo vs effect on sale price.
As stated, gas conversion needs to be handled anyway. If there is any code issue with the basement finish, it would likely be cheaper to demo and take a small hit on the sale price.
In all likelihood it will be faster to demo it. The electrical work will need to be inspected by and underwriter that Nassau County will tell you to call. Once you pay them (in 2012, it was $99 for us), they will let you know if you have anything that needs to be brought up to code. IF something is not to code, then in comes the Nassau County licensed (only)electrician to do the work. Once that is done, you call the electrical inspector up again to verify that the work was done and done correctly (again in 2012, that visit was a discounted price of $95). Then if there are any plumbing issues........you get the idea.

I've heard that said before, but seriously, unless the work is complete crap, how much are people getting quoted to fix?
I dunno, I guess I'm assuming if I saw a finished basement in a house, and was told, yeah, all this nice space for the playroom etc is going to come out. I'd be looking for a significant discount. 20k? if it really nice more?
I can't imagine that it would cost that to get it permitted unless you wired it with extension cords and plumbed it with garden hoses.

It's more about WHAT is there than assuming garbage work. Recreation or living spaces need to meet requirements for ceiling height, light and ventilation, egress, etc. Finished storage does not necessarily need to do so, but having 4 rooms at say 6'2" height with closets that you obviously just moved couches and beds out of won't fly if the minimum standards aren't met. Utility/mechanical rooms need to meet fire safety standards, which is much easier.

The problem is not so much the cost differential, rather the time and trouble. It could take months and months to get this all done and that is if it is all to code. If not, it is one inspector in and the another contractor and and then another inspector. They March to the beat of their own drum (read town employee, not breaking a sweat to get to your house). They have heard every sob story there is and none bring them to tears.
