That was always the first thing you did, rip off the stock exhaust, add headers, true dual and mufflers of choice. Before OBDII you could also hollow out the cats to pass the visual inspection and/or avoid a ticket from a real ball-busting cop for “inadequate exhaust” or “emissions tampering” ticket.

I cannot confirm or deny that "hot rods" aka tuner cars are still having this done.

Without a doubt. There is no honor amongst thieves. Low level hoodlums don't have smelters and high end waste management equipment. This goes high up. Organized. You can't steal and sell cats to just anyone. This was a big operation.
What really gets me is the salvage yards buying them from the thieves. You know when they show up with these items it's obvious that they are stolen and they buy them anyways. Long line of wrong doing going on.
Once the state started enforcing the law, Pawn Shops had to stop "pawning" stolen goods. (in theory)

Yep, just like the recent auto-theft ring. All late model cars taken from suburban driveways here end up on container ships in Newark in less than 12 hours. Your everyday joy-rider does not roll like that. Cops are aware and they're trying to break the ring.
