It's a broad question. There are many restrictions that are town specific and state specific.
Once you touch one wall, you will need to make everything else up to code.
You will need a drainage system, etc.
If you get caught mid-construction, you will get a stop-work order and pay fees to the town for a building, plumbing, gas permit.
If you get caught after everything is done, you will do what we call it a "maintain" building permit application which will need an architect's seal with plans. Fees will be twice as much.
If there is a zoning issue, you will pay additional fees for a zoning review and then have someone present your case to the board at a set time(usually a 2-month wait from plans submittal).
Every situation is unique. My suggestion? Get a zoning analysis from an architect and an in-house visit. Make sure you have plans for your home(u can get those at the building department via a FOIL request).
