This case cites lack of legislation, but even if they pass an ordinance to the same effect it will violate NYS Human Rights Law and be unenforceable.
Just three years ago the county execs and governor could do whatever one pleased under a state of emergency ironically to protect people against their will.

I don't understand your post. Blakeman banned female transgender athletes, he didn't have the authority.
A transgender with male chromosomes is not a female. Never will be.
