"The proposed “Mangano Plan” cuts the number of employees to its lowest level since the 1950s by slashing over 400 positions and saving $131 million. The plan also cuts wasteful spending by over $100 million; consolidates departments and administrative functions; right-sizes police administration; saves $80 million a year in debt associated with the broken assessment system; and exposes and begins to fix a $28 million deficit in the Sewer District. What a breath of fresh air this guy is. A+ so far in my book. Now if other public sectors can actually trim down like everyone else has been doing (those living within the free-market system) for the last 4 years, then maybe we can actually save the county and the taxpayers from bankruptcy.

He should have kept the home energy tax. I know he ran on eliminating it but we are one of the only counties without it

He has decent job eliminating positions but he can be criticized on some of his appointments like the redundant parks commissioners still he has a done a decent job as far as numbers. The issue is he is still pushing the problem down the road by continuing to borrow rather than raise taxes. He just borrowed money to pay for retirement incentives for the 125 police that left the force, continues to borrow for the assessments challenges at the same time he removed the energy tax.

The deficit shortfall and continued borrowing has resulted in a lower bond rating for the county and higher interest rates. This is what Gulotta did, refused to raise taxes but also would not cut expenses and tried to borrow his way out of trouble.

We will see how NIFA responds but this is a very questionable budget, he can not demand concessions from the unions and where does he get a guarantee that he will save $80 million on the assessment system? He would be better off raising taxes borrowing just makes a bad situation worse as was proven in the last two administrations rather than pushing the problem down the road.

He's going to ORDER concessions from the unions. WHo knew it was so easy?!

He's also going to attempt to stop refunding the school district's portion of over assessed taxes when someone wins a grievance. You know what that means...even bigger and more bloated school budgets and school tax increases - which are the biggest part of your taxes already. Either that or no one wins when they grieve their taxes anymore.

He has some very talented labor attorneys who told him so. So his excuse for going back on signed labor unit contracts is that he didn't want to raise taxes? Good luck with that philosophy.

"Mangano said that if he had not taken corrective action to reduce costs, a 43% property tax increase would have been necessary to close this deficit. And workers would have had to lose their jobs.

“Fortunately, this budget does not increase property taxes by a single dollar,” he wrote in the email. “And although the proposed budget will have the smallest County workforce since the 1950s, it will not seek layoffs.”

I know a lot of these county workers. Many make as much as $50/hour working dream jobs. It's sad that unions have become sort of 'forced socialism' and such a burden to taxpayers with no realistic system of pay like the free-market system. I understand now why Reagan was against them.

Think of Nassau County like GM. Gm workers were treated like royalty while that ship was sinking..they sucked every single dollar out of that company until finally the free market caught up and the ponzi scheme was done. And of course, taxpayers came to the rescue in that scenario..however I don't think NC will be so lucky if we ever collapse.

No, double-taxation should be illegal. By the time oil or gas reaches the consumer, it has already be taxed (thats why you see the "payment in lieu of taxes" on your LIPA bill and also why the price is higher than it should be). It is NOT ok to double-tax people and economic slavery is illegal as well. Sheesh, didn't we have a major revolution over tax abuse a couple hundred years ago??

He can't order concessions that's why they have a contract. Its all politics and he's trying to scare the unions that nifa will come in which is the last thing he wants on his record.

I haven't heard him say one thing about cutting social services or welfare a 500 million dollar stress on the budget.
