First off that isn't even remotely correct. According to the DEPARTMENT OF JUSTICE the prison population in 2007 was 43.3% white, 38.7% black, 16.1% Hispanic. Secondly, the prison population tends to have more to do with socio-economic conditions than demographics. Also you a justice system which has not always been even handed, both when it comes down to race and economics. You also have the issue of how certain drugs were handled (even if they are the same drug) such as the Reagan era drug laws as it relates to how crack (more of an inner city drug) and cocaine (more of a wealthy white drug) were dealt with.
As far as the previous comment regarding Glen Cove. While the poorer areas of Glen Cove happen to be mostly minority, its not like minorities are only concentrated in the poor sections of Glen Cove. Many of the middle class areas are quite diverse.
